Basicly I don't see any reason why downloading and installing the lastest
w32api package from sourceforge.net/project/mingw wouldn't work with both
native and cross-compiler. It should be enought to build the Explorer. I
don't have the cross compiler installed right now and I can't try it myself,
sorry.
