[ros-kernel] Rundll32 for ReactOS

Check on http://cvs.winehq.com in the WINE repository. They have a
rundll32 implementation but I have never been able to get it to work on
NT4 or Win2k. If yours can do everything that the one in Winehq can
then please license as LGPL and submit it to them.
