[ros-kernel] Rundll32 for ReactOS

I noticed that my code hasn't been committed yet.  That's just fine because 
in the last one there were some things that I had forgotten about.  One 
thing is that it didn't recognize quotes in the command line; the other is 
that I had left in some things from when I was testing it on my system.  
I've fixed those and I have also made it so it can be compiled as a unicode 
or non-unicode program.  The code is attached to this message.  I've 
thoroughly looked through the code this time before releasing it to make 
sure I didn't leave anything out, so this should be the final version 
(unless microsoft changes theirs).
