[ros-kernel] Rundll32 for ReactOS

I noticed that windows xp's rundll32 can accept a /d parameter at the
beginning. Does anyone know what this does? I've attached a new version of
the code to make it ignore any parameters at the beginning starting with a
"/". If this should not be done, tell me.
