I don't know... This quote is from the nt4 ddk (kbd.h):

  "Those languages that use AltGr (VK_RMENU) to shift keys convert it to
  * CTRL+ALT with the KBDSPECIAL bit in the ausVK[] entry for VK_RMENU
  * and by having an entry in aVkToPfnOem[] to simulate the right Vk 
sequence."

That's about all I can find about it and I'm not quite sure about how to 
interpret it...
Pressing ctrl-alt has the same effect on my keyboard as AltGr, though.
