[ros-kernel] a suggestion

I would like to see a page somewhere that lists a bunch of "little 
projects". Things that people who may not have a huge amount of time to 
devote to ReactOS or that may not know a huge deal about how ROS/Windows 
works or whatever can pick up and complete.

The projects should have details of where in the code things need to be 
added/fixed and what needs to be done (so that the person taking on the 
project doesnt need to search the code for ages to find whatever the fix is)
