[ros-kernel] a suggestion

Hi Jonathan

This idea has already been thoroughly discussed under the name of
'weekender projects'. We've had limited success with such projects,
and there are different thoughts on why this is. Personally I feel
that Bugzilla now fulfills this role perfectly.
