[ros-kernel] Build fix on non-Windows

Hi,

I checked out cvs' HEAD, but ReactOS did not build.
The problem was, that when callig the host cc, the $(TOPDIR)/include
directory was also added to its include search path. I added a new
variable $(HOST_CFLAGS) which should be used instead of $(CFLAGS) when
calling $(HOST_CC).
Also, some #includes were missing in tools/*.c. I don't know if this
breaks the build on Windows, if so, please do an #ifdef WIN32 around it.
