[ros-kernel] Winmm.dll hacked together

Here is a Winmm.dll port from WINE to ReactOS. Its going to need a lot
of loving but we are 80/90% there. I have been slack on doing this for
Andrew because of the header problems we have.

Be sure you look at the path info in this zip and extract the headers
to the right places. You can get rid of our existing mmddk and mmsystem
headers in reactos/include and put these in reactos/include/wine.

I would really rather we wait on merging this in to CVS but if people
really want Multimedia support this is about the best place to start
from.
