[ros-kernel] Winmm.dll hacked together

Ok, is the code you posted supposed to build?
It complains about the abscence of a winternl.h, which
doesn't exist on my system.

I can change a few includes and get it to work but,
what headers is it supposed to use? the w32api ones or
the ReactOS ones? Thanks
