[ros-kernel] TEB offsets wrong - suggested fix - feedback pls

FWIW, the offset information I gathered here is based on XP.
My point that I was trying to get across is if the offsets listed on the
right side are the offsets those entries are supposed to be at, then
some of them are *WRONG*.
My proposal fixes two things:
1) Makes the gl portion of the TEB offsets correct relative to the other
items - as I said I did not analyze the entire table, which probably
needs to be done.
2) Correct the offset and table size information for the gl entries.
