since Isoboot is derived from Syslinux, you might try the debug-version of
isolinux.bin (cd version of Syslinux)
  http://fdos.org/ripcord/beta9rc4/specials/fdbootcd.iso [1.3MB] for
example.

http://syslinux.zytor.com 's mailinglist has also had reports of this
Award BIOS issue.
since 4.51PG is PentiumII era (IIRC), it should support Eltorito booting
(which was introduced in the Pentium-I era, El Torito standard was made in
1995)

http://www.kernel.org/pub/linux/utils/boot/syslinux/Testing/syslinux-2.09-pre13.zip

  is latest version.

I use isolinux.bin to chain to isoboot.bin which chains to setupldr.bin
(.sys?) on the ISO.

for example, ReactOS is small enough to have fit on the (Linux Livecd)
Knoppix 3.4 cdrom from the German computer magazine C'T

same for freedos, btw. can get it into a very useful 360KB image
