I had the same problem too. Somehow there seems to be something wrong 
with the current pre-bochsed version.

But you can install reactos by simply downloading the binary 
distribution and extracting it to <bochs_folder>\reactos. Then run 
mtinst.bat, afterwards binst.bat. The mtinst will setup the mtools 
(which can copy files to and from the boch virtual disk). binst will 
then copy the files from "reactos" on your computer to "C:\reactos" on 
the VM.

You will also need a freeldr.sys in c:\ on the VM. Since I didn't find a 
binary distribution of freeldr I compiled it on my own, I can send you 
the file if you like. Or maybe someone else knows an URL?
Anyway, the freeldr.sys must be stored in your bochs folder before 
binst.bat runs.
