[ros-kernel] fix of BZ#177 "cd" of a directory will not use quoted LFN names if similar non-LFN name exists

Hi all,

After a couple of 6000 reactos emails I've descided to join in and make
myself useful. 
Attached is a patch solving the bugzilla case #177 where cd'ing into a
directory was a bit problematic.
before, the command:
cd "All U[TAB]

did not work, it now does.

I've tested it enough I think, but please someone verify it for me.

If anyone could commit my patch I'd be glad :)

I'm not sure if I should write something in bugzilla or that is done by
the commiter?
