[ros-kernel] Running tests at startup

How do we best support a configuration where tests are run at start up?

Removing -newsetup in registry will cause ReactOS to not boot. I get:

(cm/ntfunc.c:1613) CmiLoadHive() failed (Status c000003a)

Could we just put default values in the registry?
