[ros-kernel] New Config Flag

Hi,

Just to let everyone know, there is now a new config flag in /CONFIG called
OPTIMIZED.
It's set to 0 by default, but setting it to 1 will cause NTOSKRNL and WIN32K
to be built with optimizations, thus making cleaner, faster and smaller code
(in some cases, this makes debugging easier in cases like loops).
If anyone thinks other parts should be optionally optimized, you can modify
their makefiles. I think FS drivers would also benefit from it.
