[ros-kernel] 0.2.3 changelog for confirmation

Hi,

the last three lines from scsiport, all lines from disk and the last line
from vfat are part of the next release. It seems that you have put after
each line a name, independently if the comment is one or more lines long.
Some of my changes are printed for twice (ntoskrnl):

Added a check for a waitable objects in NtWaitForSingleObject and
NtWaitForMultipleObjects (Hartmut Birr)
Fixed the start offset of a partition within an extended partition (in
xHalIoWritePartitionTable) (Hartmut Birr)

Don't assign arc names to removable media drives like zip drives (Hartmut
Birr)
Don't read the disk informations at boot time from removable medias like zip
drives (Hartmut Birr)
This prevents from merging removable disks into the order of partitions from
hard disks (Hartmut Birr)
