That's interesting. Works perfectly for me (though, it's CVSweb nowadays).

To use a very small file as example, could you be overly precise what you do
to view e.g. the top-level Makefile?

I now tested the following:
http://cvs.reactos.com/cgi-bin/cvsweb.cgi/
1. Click Makefile.
1.1. Click 1.1. Works.
1.2. Click download. Works.
2. Click 1.1 after Makefile. Works.
2.1. Click download. works.
