[ros-kernel] Release schedule: every 2 months

Hi all

The releases are tending to come every two months anyway, and there 
will be a much more noticable difference - so we may as well make it 
official: the releases come out every two months.

Also - the sf.net numbers on 0.2.2 downloads are great!

And its not even a complete month since the release.
