[ros-kernel] Longhorn and ReactOS

This is all just UI and Usermode related.
Such things don't matter very much, since it is "easy" to play around with GUI 
and usermode programming. Manny people can do that.
Thus there will raise projects to fullfil appearing gaps in the software-picture.

On the reactos site, the main thing is to provide this usermode-API at the most 
compleete and similar way. And that's difficult. As well as kernel mode APIs.
