[ros-translate] Norwegian translation

The Norwegian translator is http://www.reactos.org/wiki/Lars_Martin_Hambro
For the website translation see: http://www.reactos.org/en/dev_homepage.html
To
translate the operating system it's enough to do the modifications in
the .rc files if they already exist or create them and link them in the
resource.rc file, you'll need RosBE to build the OS or the part you've
translated to check it's ok, finally you have to create a patch and
upload it to bugzilla to get your translation applied.
Please contact LMH1 for further details on Norwegian.
