Shouldn't copying/cutting/pasting in explorer (not just from the command prompt) be a goal around this release?

Answer: Not being a goal doesn't mean that it will not work. Thanks to Google Summer of Code 2006, a student have implemented clipboard support in ReactOS, and you will probably see it in version 0.3.2

I hope I can still build the system with MinGW, while making it compatiable with MS compilers. Making a Free Software operating system depending on proprietary software is always a bad thing.

Answer: Yes, ReactOS will still build with MinGW. This goal is mostly to fix our headers files and detect more bugs in the code/develop faster for some people. But MinGW will stay usable, due to its "open-source-ness"
