So it is a moving target. Windows evolves, adds new APIs etc, and you need to follow. You need to research what ReactOS is aiming to achieve. Well, there have been plenty of posts in the past criticizing the project for poor marketing, publicity etc, so here we go, this is a big improvement, even if the truth is stretched a bit :)

Porting an OS to different architectures is a very useful exercise, even if you end up not using the port. It makes you to go through most of the code again, re-designing crappy code and implementing things properly, in a portable way.

Don't think so. Fast releases work when you have a solid foundation, and changes are mostly to the application layer, related to user experience. AFAIK some core ReactOS components are currently being redesigned, so it is too early for that.

Actually, forcing a reboot of the system is an easy way to make sure everything is properly initialised after a configuration change. Implementing a proper hot configuration update for some of the system components can be a real PITA.

hmm, my understanding is that for multithreaded environments, they just run the low level part of the stack in a separate thread, using a global mutex for access control. This could have performance scaling problems in multiprocessor systems. In any case, it is not me who is going to do the job, so ...
