OK, I'm using 04.15-dev-1636 which looks like the latest daily build as of Jan 23 2021. The same problem happens. No Internet connection and it won't allow me to set a static IP address and gateway. People who need themes in ReactOS have already downloaded them. I do believe that this theme should be added to RApps at some point, though the theme installation process is easy enough that it's not a big issue. Why are you so persistent about getting your theme into ReactOS?

Which is dumb because despite not being in support, Intel still can host the downloads to keep machines working, all of the driver's they're removing probably cost almost nothing in terms of storage.

From the sound of it, the CPU is running full speed. CPU-Z is a program that displays CPU/RAM/Motherboard information, and unimplemented means that ReactOS just doesn't display CPU speed, instead having a hard coded 1.00 GHZ in, despite the CPU actually running higher.

The only way to see if most things work is by trying! Burn ReactOS 4.11 or 4.12 to a CD and try it! Though, ReactOS only supports Windows XP drivers. If there is an XP driver it doesn't support, report it as a bug.

Your icon is two colored rectangles and a gray triangle. Too simple. Even the 10 team used gradients and skewing, along with *light* shadows, not your fully opaque ones.

8.1 boots from power button to login screen in ~20 seconds. AMD Athlon II x4 640, 24GB DDR3, 1050TI. On some 500GB HDD I fished out of a Gateway from '07. Motherboard and case are both Pavilion p6727c.
