To return to the topic, I don't see a question of the what happen, if Microsoft open source Windows, ReactOS would simply add the open source features not implemented and continue the project.

Try with a date before 2000 to be sure it's not a problem of the date (like the Year 2000 Problem).

I am a bit confused here. You refer to ReactOS 0.4.14 but on the website latest available release is 0.4.12. Where did you get your 0.4.14 from? It's a development build not a real release yet. Do you have try with the compatibility mode?
You can force NT6 compatibility, sometimes it works for some software.
