Everything could be added, but are there people dedicated to the cause? ReactOS translation is not an one time effort. There are languages with millions of native speakers, but the translations are not kept in a good state.

IIRC, the GRUB devs tried to implement this, but ended up with a module which allows to load Windows' NTLDR. So why to write yet another GRUB module if it already can boot ReactOS?

Whichever always-on-top window is currently active, will be above other windows. Inactive always-on-top windows should be below it, but still above normal windows.

Missing functions and selecting the correct language at runtime are two unrelated problems.

I think it's better to get the installer to work, then change it to work the right way.

No, it is dead.

I think many parts of the existing installer can be reused. Perhaps I could help to hack together a GUI front-end with USetup's back-end (although I do not promise anything).

If you use GRUB to boot linux, you can also use it to boot ReactOS.
