That's sort of how I see it. If they truly are bugs, then fix them and provide a compatibility option. But if they are simply quirks or undocumented features, then by all means keep them as close to Windows as possible.

But DirectX only helps in the case of games and similar. It is not the same as the shell. So the Win32 for the stuff in Windows and DirectX/OpenGL for the fullscreen aps....

However, that said, the older drivers are no longer being made, and there is newer hardware without 2003 drivers.
