Some kind of Windows program information database?

I'm often looking up the names of Windows executables to find out what they do, but it's very difficult since everything that comes up in my search queries are scareware scams and absolutely no real information about the file I'm looking up. Does anyone know if there's some kind of information database about every file in Windows? I'm not sure if MSDN describes them, or if there's a good third-party resource on them. I'm looking for the most in-depth descriptions possible.

Looking for something like this System Files Reference?

Also, prefixing a search string with "site:microsoft.com " filters scareware sites from search results by listing only pages in the microsoft.com domain. (Many pages useless for your purpose may still be returned.)

Oh, I keep forgetting about the "site:" prefix! Haha.
