New .2.8 REL apps

Great job team on the apps in 2.8 REL (most of them are unix/linux like). More and midnight commander (mc.exe) are very useful for example, and I'm sure that man will be too as manual pages are added. The codes' parade (notevil.exe) is kind of funny.

However, I think you should both verify that the apps work before putting them on a Release version and describe them as being on there. Packmgr not only does not work, but it uses up 100% cpu usage in the background. Y.exe does god knows what aside from giving no output. None of these new apps are described in the changelog.
