Some proprietary partition managers support online partition resizing, FOSS GParted supports offline resizing with the support of external FOSS utilities. They also support partition moving. For moving what we need is:
-An autochk-like partition mover
-FS resize utility and/or FS driver support for online resizing.
FS driver support for online resizing exists in Win(NT)6 NTFS drivers and it uses defragmenter for moving files in the mounted drive. We can use similar approach. On the other hand, moving involves too much data copying so it needs to be done offline(i.e. while volume is not mounted).

Well, we just need some particularly important Open Source cross-platform application
called
ReactOS Installer
It will work on Windows, recompiled - on Linux, and it will just install ReactOS on Real Hardware.
It will incorporate GParted ( under linux version) and will be something like Goodbye Microsoft of Linux world
