The 0.3.9 release (along with others) can be found here: http://sourceforge.net/projects/reactos/files/ReactOS/.
The 0.4 has not been released yet!
Please keep the Windows classic 9x/2000 look and feel.
The layman's guides - debugging - bug reporting - compiling - ISO remaster.
They may help you with a problem, so do have a look at them.

0.3.9 is years old. I'd recommend to use a trunk build.

People, I'm not sure the original poster meant it "that" way. After all, you have a very decent website, and if he got to the talk pages, he most definitely has not overlooked your "download"-links.

I rather think he means: "it is 5th April 2014, where is ReactOS 0.4?" - well, truth be told, dear rachid - this whole story is waaaaay slower than what we all would have preferred. BUT. They believe they can accelerate progress with their new funding effort. I'd say, let us give them a chance - I have donated, you might take it into consideration, too.

You know what you can donate? Donate them "going out twice". You will go out countless times in your life, now if you save two and just have a romantic evening with your girl at home rather than going out... don't you think you'd be proud of it in the future?

* 0.4.0 statistics reflect its current state, and thanks to your Boost it can improve even further in the final (released) version.
What I get from the fine print is that 0.4 is still in trunk (and the shell branch). It talks about a "finalized build" and that clearly does not exist yet. So I assume (yes, I know the dangers there) once the shell work is done and anything broken recently fixed, and other loose ends 0.4 would be released. And no, this is pure conjecture and nothing close to official. I have learned to read between the lines a bit, like what I inferred about the Revolution before it was released. The "We listened part..." tended to imply we were going to try a funding thing again, and I like the current concept, since it will make the donors feel involved and the incentive to feel involved can be used to pull in donations (so I hope).

To be honest, they should have called it 0.3.09

Hm. Yes, I guess that would have been better. 9 comes before 16, obviously, but at a cursory look, it would be easy to mistake 3.9 as something 'right before' 4.0, while with 0.3.16, you see a '1' after the dot, so one might think it's 'further/older'.
