No need. ReactOS already has a Windows-compatible installer.
-uses Ubuntu+GNOME 3 GNU/Linux
-likes Free (as in freedom) and Open Source Detergents
-favors open source of Windows 10 under GPL2

In case the main point of the question was to "run both at the same time", it doesn't make sense for Windows & ReactOS, since there are still the same apps, unlike Ubuntu.

EDIT: Also wubi is no longer supported and is/was dropped.

This would currently be a very bad idea. I think ReactOS still has a nasty file system corruption bug that can corrupt files in user folders, it really shouldn't be running along side windows unless you don't mind losing both installations. There would also likely be some problems with Windows and Reactos overwriting the same directories.

A gui installer for reactos exist but is incomplete:
https://www.reactos.org/wiki/First_Stage_GUI_Setup
but at the moment have a multiboot system with reactos and windows installed together is not recomended.
There is another issue, reactos has not a complete NTFS support, so can't be installed with
most of windows installation.
