How to prevent ROS from becoming bloated

MS Windows includes a lot of stuff that may be of low use (useless in most cases).
Independent developers created several applications to allow end-users to remove "excessive" stuff, for example https://www.ntlite.com/, https://www.grc.com/freeware/dcom.htm, https://www.grc.com/unpnp/unpnp.htm, http://classicshell.net/
There are many web pages with tweaks, such as "How to disable IPv6?", "How to disable tabs in IE11?", "How to remove all metro-applications?", etc.
Clearly, there is significant demand for what can be called "Minimalistic Windows with reduced functionality".
It may be a good idea to target stability instead of functionality, though I'm rather skeptical anybody would listen.
In my view, over-integration is what makes software unstable and insecure.
If particular application needs some specific functionality, would it be better to make "compatibility package" for this application instead of embedding this functionality into OS?
For example, "toredo" used to be installable addition, but now in MS Win it comes by default.
