Sorry for possible ignorance. ReactOS Installer (1st stage) - written with using Win32 or Native API?

Looking through commit 139d28e i noticed, that recovery console located in ../native/utils/console.c. After basic implementation in it only four commands. If it written with using NatveAPI then can help to implementation NativeShell (GPL), in which many commands already implemented?

yeah the recovery console need better not necessarily a ui change but it needs to be easily able to fix problem like if u cant boot or erros get to the system where u cant boot
