You can download development builds that are compiled after every change here.

they need all the networking components, cryptographic protocols, and a system file checker working before they can implement an update system / package manager

And what difference will be if ReactOS changes its versioning/releasing model to rolling release? I guess barely none.

We were releasing averagely year by year after 2009, 0.3.11 release. The gap did peak at 16 months, between 0.3.17 and 0.4 (due to heavy shell, kernel, Win32 work). And after that, look again what you see. 3-4 months of release period.
