I found this concept of websites self-hosted in the URL itself.

Could be interesting to apply this concept in ReactOS websites: to have an alternative ReactOS self-hosted in the URL websites. :idea:

I'm not sure I understand what you're trying to say. To use this technology to host a copy of ROS's website? Without an external source for data, the sites would be static. Plus you would need to know the exact link to access it anyway, so you'd either keep a local copy yourself or have to load it from a website where they have been collected.

I though more like a paste service for patch distribution and storage

the content is compressed using the Lempel–Ziv–Markov chain algorithm. This significantly reduces the size of html, allowing for nearly a printed page worth of content.
I don't think this is a great solution for storage...
