Could this affect ReactOS ntoskernel or it just Windows specific vulnerability?

I doubt it would affect us, but it is too early to tell. We don't know what their kernel is really like inside and thus we might avoid all this in the first place. Or, due to independent invention, we might stumble into it by mistake.

We don't have a transaction manager.

Out of curiosity, does ReactOS need a transaction manager for XP/2k3 compatibility but not have it yet? or is the transaction manager required for features only in NT6+? or is it that ReactOS' implementation doesn't/won't require a transaction manager?
I reserve the right to ignore any portion of any post if I deem it not constructive or likely to cause the discussion to degenerate.

I should imagine that ReactOS will need one to replicate Windows NT compatibility but specifically so it can retain the same level of transaction security.

Transaction Manager is a Vista+ feature. It's not in XP, 2003 and older versions.
