I think it's possible to create an HTML application that links to the ReactOS Wiki to enable this button.
Reason:
1. HTML applications are simple and easy to develop.
2. The wiki is online and users can get the latest information any time.

To have a mhtml help file we need first an integrated rendering engine, if user choice to not install wine gecko, then no render for html is available
