Why do you need to click the right mouse button twice to popup the context menu? This happens on the desktop as well.

If you right-click on the desktop to popup the context menu and then right-click a second time in another space on the desktop, you would then need to click the right mouse button twice to popup the context menu on the desktop. It also happens when you click the Start Menu first, and then do the above action. It resolves temporarily when you click on the taskbar, but it happens again if you do the above action.
