Let's start with this:
When I was going through the bitmaps in explorer.exe from ReactOS 0.4.7, I noticed the following picture:

I also found this bitmap, with the old-style menu.

Hope these images are useful!

I assume the first screenshot was took when the developers experimented with new Start Menu and wanted to show it. Can't guess where's the code file of that new Start Menu though. Or probably it is just Windows XP but with different icons.

There is just *NO* "new" start menu in our shell right now, the screenshot being just conceptual art.

Jared made this image to have the needed resource in explorer for the case that a new start menu will be developed. This is from the start menu/taskbar settings dialog.

Some information about the "Modern" start menu:
The class is CPersonalStartMenu. Unfortunately, I am unaware of any documentation of this class or its internal structure; one could easily document the internal structure on a PC running Windows XP, though. The bug for implementing it is here.
