Upload them as PNG to image hosting, and separately in an archive to file hosting.

If by "lead designer" you mean someone that gets paid, that's not going to happen. Open source doesn't work like that anyway. There's not any full time devs and that's way more of a priority. I actually prefer the 90's look to "sleek and shiny".

I don't want to get paid, just control quality assurance. I am preparing for future proof design for computers that can handle it. 4k icons and 8k wallpapers.

4k icons and 8k wallpapers are unnecessary bloat. If you really want to make ROS look newer, make an XP theme and apply it to ROS, then help the developers implement SVG icon support.
