First, I want to say that this looks very interesting and I am eager to try this out.
COMPUTER INFO:
Toshiba Satellite Laptop
Processor: 32-bit 1.3 MHz (if memory serves me correctly)
RAM: 4 GB
HDD: 60 GB
Previous OS: Windows XP SP3
Created bootable cd from ISO image ReactOS 0.3.14
Steps taken:
Booted from CD
Answered some questions
Let wizard reformat partition with FAT (first option), which it says it completed very quickly.
Getting error messsage 'SETUP COULD NOT CREATE INSTALL DIRECTORY'
Tried several times to confirm and same results.
Booting from HDD results in blank screen with cursor in upper left corner.
What is my next step?

Do us a big favor and get detailed info about the partitions on your drive. (Not sure what the best utility for this is). Perhaps if you can, post your MBR record.
This problem has been reported before, and I believe the "solution" was to completely wipe the drive and all partition data. (Perhaps deleting the partition in ReactOS setup might even be enough).
But before you do that, it would help to know the specifics that cause this error so that it can perhaps be avoided in the future.
On a machine like that you might have a hidden diagnostic partition, or something else in the MBR wasn't set up right that ReactOS should be able to deal with.

Tried it one more time but on this run I selected to delete existing partition (which was labeled NTSF). Appears to be working.

You should use another software for created FAT32 file system due to possible issues with ReactOS in it's alpha stage.
