Hi all,
I have had the same issue, and have a fix.
What seems to cause the issue is fragmented data, which prevents the files from being found. You need to completely clean the hard drive. I would use the diskpart tool in a windows 10 install USB/CD. Select a target drive and type "clean". Then it might not be a bad idea to format it while in diskpart. Once finished, install ReactOS.

Well, it works after that so...
But will agree with you in the sense that if it is the only storage device in rhe computer. Then DO NOT DO IT. Do it on a different storage device.
