I lastly recommend trying the same with the explorer.exe from NT 4.0 or a service pack.

ok i have tested explorer from NT 4.0 sp1 and explorer did not start

imho i think the best bet to get MS Explorer to run in ReactOS is NewShell

ReactOS does not write a MessageBox if an DLL import is missing.
It could be the reason that you could not get NT 4 explorer to work.
Shell32 is not in very active sync from WINE,also theirs is incomplete(~80% complete).
It could be a bug in shell32 that causes the incorrect behavior of the newshell explorer.
It looks differently if I use comctl32.dll v 5.81,but this draws icons incorrect which is a long time bug in Reactos.
Someone could test the explorer from NT 4.0 SP1 with an API dependency viewer.

There are different tools around,some can also show delayed imports( via GetProcAddress()).
I tried some time ago a 1997 version of this program on ReactOS:

Thanks for providing the NT 4.0 log,I need to install NT 4.0 on my laptop so I could not have done it.
Could you examine the NT 4.0 Explorer with this program on ReactOS?
Perhaps ReactOS is missing needed library functions.
The XPSP2 explorer together with browseui.dll did not run on ReactOS because of unimplemented functions in advapi32.dll shell32.dll uxtheme.dll and also the function to test if a window is from a freezed program.

Perhaps I should better try to get MIDI supported in ReactOS with libraries from Windows
and the beepmidi.dll for the PC Speaker which could get bad sounding MIDI output without installing a sound card driver .
The Winmm.dll and the accompaning libraried were last synced from WINE in 2005 so I need to replace them first.
