I would like to see Turkish forum too. I think it's required, there are so many people interested in developing this kind of software in Turkey.

Windows use is far more widespread in Turkey than world averages (98% in Turkey vs 90% around the world). Once a Turkish forum started, they will definitely find this. They will be excited when they see working FOSS equivalent of their favorite operating system. Currently, pirated Windows installations are commonplace even in larger corporate institutions. In most occasions, they only care licence status of computers which are visible in the front. ReactOS will help reduce software piracy as a free software.

Because there are enough of language specific subforums which went stale in terms of activity. For a new language subforum to be created, you'd need enough of Turkish members that are interested on keeping the discussion on the subforum. As per the Ziliang's post (from Opening a new Hebrew sub-forum):

Windows usage is above average in Turkey. There will definitely be enough users to post daily.
