ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.

I did not even think about that.
Go to system information. There is a check box for workstation mode. Try the works 9 setup again then.

Only EPIC WINS please, fault-finding needs to go elsewhere.

reactos bootcd-64704-dbg Total Annihilation to play a skirmish game i needed to turn off the sound in the game options i have tested the campaign and they seem to work

I had the same with with The Ur-quan masters, as one can see here: https://www.reactos.org/wiki/Games_ROS_Testing

Note that the --sound=none option had to be made in console, since it otherwise wouldn't work (using arguments in the windows field).
