If that's true, then it's a policy they have, not something they're required to do by law, or by anything coming from our side. Remember, free software is about freedom. That includes the freedom to use our code in a commercial environment, and even ship it as part of a commercial product, as long as the GPL's requirements are met.
The only way to "steal" ReactOS code is to copy it directly and distribute it under a license that's not compatible with the GPL. The chances of Microsoft, of all people, doing that seem slim... but if it happens, it'll be pretty bad PR for them (and shouldn't really affect us negatively). Plus, whether they can do that and what the consequences would be does not in any way depend on whether they own GitHub.

2 years later, I feel like Github has improved a lot. It's much simpler than GitLab in my opinion. Though GitLab seems super flexible and robust in features. I think that Github is doing a pretty good job so far - it has more than 40 million users. I recently created an article on the topic GitLab vs Github (LINK REMOVED), hope it helps you out.
