I don't think I understand your point, what exactly are you asking?
But generally, I don't think this problem needs more Jira work or "coordination", it needs someone willing and able to test and/or solve the problems that come up when running ROS under Qubes -- i.e. less talking, more doing.

I am unable to test Qubes due to faulty UEFI in my machine (If I enable VT-d, it resets itself back to disabled even though CPU is capable). I called for someone else to test for that reason.

I took the time to re-read the JIRA ticket & GitHub issues, and still do not know how I can be of help, so I will be waiting for a more useful answer.
