I also have this problem I´m using a serial mouse under a Soltek motherboard, 
I tried the ReactOS 2.9 Live and Installed and the 3.0 from the SVN. And it 
don´t works. Do you need more information?
I have a standard mouse and a Microsoft Cordless with wheel.
I also tried to do a copy & paste of the drivers of the mouse from Windows 
98SE but they dont work.
