As much as I hate this, on IRC it was decided something had to be done, and
I was the one drawing the longest straw.

Background:
There is at least one file in ReactOS bearing the claim "Copyright ...
ReactOS Team". We decided this was not acceptable, since there is no such
legal entity to defeind, or even challenge, copyright violations against
that code. It could either be public domain, or not allowed to be used,
depending on POV.

sedwards suggested (as a first draft):
"Copyright - The ReactOS authors. For a complete list of each author and
thier respective code please review the license header for ownership of the
respective source code."

Further discussion obviously followed. One thing that surfaced was
"headers", which can be both header files (.h files) and file headers (the
license you often see at the top of each source code file), where "preamble"
was suggested by Elrond for the latter.

Anyway, something has to be done. We can't sign off copyright to a
non-existant entity, but we can't IMO either list all possible conributors
to a single file in that very file. Soon there would be a longer contributor
list than actual code in each file.
